El Paso County Names Bonnie Arnoldussen as Deputy Executive Director of Community Resources

August 18, 2026 – El Paso County is pleased to announce Bonnie Arnoldussen as Deputy Executive Director of the Department of Community Resources. The Department of Community Resources includes Justice Services, Veteran Services, and Environmental Services.

Arnoldussen will work alongside Executive Director Vernon Stewart to support department-wide operations, strengthen coordination among divisions, and help translate strategic priorities into consistent execution.

She brings nearly two decades of experience in criminal justice and court-related programs, including court operations, probation, electronic monitoring, jail operations, reentry programming, and collaboration with judicial officers and community partners. Throughout her career, she has focused on building partnerships, improving processes, and balancing accountability with effective service delivery.

Arnoldussen also brings Lean Six Sigma training and a process-improvement mindset that will support the department’s continued focus on operational efficiency, measurable outcomes, and data-informed decision-making.

“Bonnie brings the combination of operational experience, sound judgment and collaborative leadership we were looking for in this role,” Stewart said. “She understands the justice system, knows how to improve processes and, just as important, understands that strong leadership starts with trust and relationships. I’m excited to have her join Community Resources and work alongside our leadership team as we continue strengthening service, accountability and results across the department.”

Arnoldussen was selected following a competitive recruitment and interview process. Beyond her technical and operational background, her leadership approach stood out for its emphasis on integrity, ownership, relationship-building and working across organizational boundaries to solve complex problems.

In her new role, Arnoldussen will work closely with department leadership and staff to strengthen the Justice Services Division by strengthening operational coordination, leadership development, performance management and cross-division collaboration. She will also support efforts to modernize processes, strengthen partnerships and ensure services remain responsive to the needs of El Paso County residents.

The Department of Community Resources provides services focused on public safety, veterans, environmental stewardship and community well-being, with an emphasis on effective service delivery, accountability, collaboration and public trust.

El Paso County looks forward to the leadership and experience Arnoldussen will bring to the Community Resources Department. She will begin the role Sept. 8, 2026.
